Are paper cups recyclable?

Are paper cups recyclable?
Short answerYes, but only where a local collection and sorting route accepts paper cups. Most paper cups carry a thin inner lining, and many curbside systems still do not sort them, so whether a cup is recyclable depends on the local system, not on the cup alone.

In more detail

A paper cup is paperboard plus a barrier lining that keeps liquid out of the fibre. That lining can be polyethylene (PE), PLA or a water-based coating. To recycle the cup, a mill has to separate the fibre from the lining. Some mills and dedicated cup collection schemes can do this. Where no such route exists, cups end up in general waste even though the fibre itself could be recycled. The lining type decides which routes accept the cup, so we state it on the spec sheet and confirm it per order.

Rules on ‘recyclable’ claims are getting stricter. In California, SB 343 limits recyclable claims and the chasing-arrows symbol to items that meet CalRecycle's collection and sorting criteria, and CalRecycle's 2025 study found that composite food-service paper packaging, the category that includes lined paper cups, did not meet them. A federal court barred the California Attorney General from enforcing SB 343 on 14 July 2026 while the case continues, but the law has not been repealed. In the EU, the Packaging and Packaging Waste Regulation applies from 12 August 2026: packaging must meet design-for-recycling criteria from 2030 and be recycled at scale from 2035. Before printing ‘recyclable’ on a cup, check the rules of each destination market; we confirm the lining and the on-pack wording per order.

Basis: California SB 343 and CalRecycle SB 343 Material Characterization Study (2025); preliminary injunction against the California Attorney General, 14 July 2026 (California League of Food Producers v. Bonta). EU Regulation 2025/40 (PPWR), applies from 12 August 2026. Rules summarised as of October 2026; confirmed per order.
